Carrick Angling Club Constitution

  1. This club shall be called The Carrick angling club.
  2. Object statement for Carrick angling club & its members
    1. To assist the promotion of the art of angling to others on club waters and show encouragement & assist where possible the elderly, youth and learners to the sport.
    2. To assist the club with improvements to club facilities either through assistance on work parties or assisting with fundraising events held by club.
    3. To look after the natural habitat on club waters by maintenance and work improvements
    4. Raise money by means of fees, grants, fund raising, donations or legacies to maintain and improve the club facilities.
    5. The arranging of friendly competitions among its members and kindred clubs.
  3. council consisting of the President, Vice President, Secretary/Treasurer who shall hold office for one year, and at least seven general committee members who shall hold position for two years. And be eligible for re-election shall manage the affairs of the club.Five to form a quorum is required.The position of president, vice president and secretary / treasurer can only be held by members who have been members for at least 3 years served on committee for 3 years applications for office bearers positions must be received in writing 1 month prior to agm. Committee members must be members for at least 1 year before being considered for election.
  4. It shall be the duty of all Members to assist each other as far as possible by giving their opinions and experience both at the river - side and at meetings held for that purpose
  5. Carrick angling club shall promote and exercise a zero tolerance anti discriminatory policy - This club is committed to ensuring equity is incorporated across all aspects of its development. In doing so it acknowledges and adopts the following definition of sports equity.
    1. Sports equity is about fairness in sport, equality of access, recognizing inequalities and taking steps to address them. It is about changing the culture and structure of sport to ensure it becomes equally accessible to everyone in society.
    2. The club respects the rights, dignity and worth of every person and will treat everyone equally within the context of their sport, regardless of age, ability, gender, race, ethnicity, religious belief, sexuality or social / economic status.
    3. The club is committed to everyone having the right to enjoy their sport in an environment free from threat of intimidation, harassment and abuse.
    4. All club members have a responsibility to oppose discriminatory behavior and promote equality of opportunity.
    5. The club management committee will deal with any incidence of discriminatory behavior seriously, any complaints upheld shall result in suspension / expulsion from the club for this season and future seasons
  6. The council to meet for the transaction of business at the call of the president. It shall be the duty of the President to call a Special Meeting on receiving written requisition asking him to do so, signed by at least six members. The constitution Rules and Regulations shall only be altered, changed, or updated at an annual general meeting or a special meeting called by the president ; any proposals from members To alter the rules must be given in writing to the secretary / treasurer 4 weeks prior to the said meeting.
  7. The Entry fee and annual subscription shall be fixed at the annual general meeting. Subscriptions to be paid by the 1st of march to the secretary / treasurer.
  8. Annual membership shall expire on 24th February members are not permitted to fish club waters after this date unless membership has been renewed for the season commencing 25th February. Members failing to make payment by the 31st of march shall cease to be members. Applications after this date will have to pay the joining fee. The joining fee is fixed at 50 % of the full adult membership fee.
  9. Candidates for admission must be proposed and seconded and passed by the committee.
  10. An annual General Meeting of the club will be held between the 31st of October and 31st of January, to receive the report of the retiring council. Elect the Office bearers for the ensuing season and transact any other business connected with its affairs
  11. Salmon fishing season begins on 25th February and ends on 31st October. There shall be no fishing other than rod fishing. No fish under 14 inches (350 mm ) shall be taken, and all such fish, and all parr, smolts, or fry of salmon or sea trout, inadvertently caught, shall be at once returned alive. Brown trout fishing opens 1st April and closes on 7th October. Sea trout season opens 25th February and closes on 7th October.
  12. Members bind themselves to approach the river banks only by the recognized paths if accompanied by a dog must be under control at all times and a leash if required., and to refrain from injuring trees, gates or fences, or interfering in any way the game, or in any pretense trespassing beyond the clubs boundaries; and any member whither ordinary or temporary, causing damage through a breach of this rule shall be personally and directly responsible to the person aggrieved. Members shall also be bound to report to the council any transgressions of this rule coming to their knowledge or under their observation. No motor vehicle to be taken over farm land.
  13. Ticket holders, including visitors, must fish in rotation, commencing at the top of any stretch or pool. Any ticket holder fishing a pool and having raised a salmon shall be entitled, before any other ticket holder, to fish over such salmon for 15 minutes. A ticket holder must not fish, or remain within 10 yards of another unless both agreed to do so. A ticket holder is not allowed to monopolise a pool or any portion of such, but shall fish out his cast in the usual manner and make room for those anglers following in rotation to do so.
  14. In competitions, no competitor may fish before the agreed starting time, and no member may fish the river on the day of the competition unless he or she is a competitor. Every competitor hall sign a book kept at an agreed place for that purpose before commencing to fish, and shall add the exact time of signing.
  15. Any member infringing the rules or whose conduct may be considered injurious to the interests of the club, by a vote of a general meeting or a special general meeting, shall be expelled from the club.
  16. Members are required to notify club secretary of fish caught on river within 24 hours, any member not notifying a caught fish shall face disciplinary action from the club
  17. No Sunday fishing on the river.
  18. Ground baiting is prohibited.
  19. No shrimp or prawn bait is permitted on club waters.
  20. No member shall make a trade of fishing or sell his her fish.
  21. Ownership of this card constitutes the member a warden, and by accepting membership, a member obliges himself or herself to assist in the duty of river watching.
  22. Only fly fishing between the bottom dyke and the road bridge when the river level is in the marker post.
  23. In the event of the club deciding to dissolve, all members will be called to a special general meeting and the decision to dissolve shall be taken by a 75% majority vote at this meeting.
  24. Any assets remaining after the satisfaction of such debts and liabilities of the club shall be transferred to such other club for the benefit of the Carrick area decided by a 75% majority vote at this meeting.
  25. Members and visitors fish at their own risk, and neither proprietor, nor landowner, nor club can be held responsible for any personal loss, damage, or injury however caused.
  26. The consumption of alcohol is to be deterred on club waters, all alcoholic marked vessels are prohibited from club waters.
  27. Associate memberships be allowed for members wishing to be affiliated to the club with no fishing rights {renewable} or for members stepping down for a duration of one year.If membership cannot be guaranteed for resulting season due to no membership vacancies they shall be placed at top of waiting list with rejoining fee waived as long as associate membership is maintained.If membership is declined when a vacancy arises then associate membership shall cease and future applications shall be treated as a new application with joining fee.
  28. In Extenuating circumstances a member can apply in Writing before 25th February through the committee for an extension period for rejoining club for that season where a 1 month extension may be granted to allow member to pay by instalments to be paid up by 30th April, on completion of full payment membership book shall be issued 29.
  29. Any member in breach of any rules in club constitution shall be dealt with by the club committee who have the authority to discipline or expel.
  30. The committee have the power to co-opt 2 members to the committee for that season to assist with matters of club management. These members shall then require election at next AGM to continue with their position on the club committee.
  31. Committee Members shall receive as a sign a gratitude for services to the club a token gift from the club at the annual presentation for long service on the committee after each 10 yrs with honorary embership to be considered after 20 yrs continual service.
  32. Any member in breach of club rules will be lettered to Appear in front of committee to allow them to answer any Questions regarding complaint/ breach of rules. A no show to this meeting without apology will be seen as an act of admission and committees decision on discipline will be upheld without Right to appeal.
  33. Members shall be entitled to a concessionary membership when reaching age of 65 and have been members for 5 consecutive years prior to application for concessionary Membership.
